Bonnie Merz is a Dharug woman working on Darkinjung land, dedicated to supporting individuals and families through her role at Toukley Neighbourhood Centre. As an Aboriginal and Community Support Worker, she provides crisis support, case coordination, referrals, and emergency relief, ensuring people facing hardship receive the assistance they need.
With a strong focus on advocacy and community development, Bonnie works closely with local organisations and service providers to improve access to essential support, particularly for Aboriginal and vulnerable community members. She is passionate about empowering individuals to overcome challenges, build resilience, and connect with the right resources.
Bonnie’s role extends beyond individual support—she actively engages in community outreach, networking, and capacity-building initiatives, strengthening relationships and ensuring that services remain responsive to community needs.
At TNC, Bonnie is known for her energy, kindness, and strong advocacy, making a meaningful difference in the lives of those she supports every day.

Joining Toukley Neighbourhood Centre (TNC) as Executive Officer in October 2024, Donna Tudman brings strong leadership, operational expertise, and a strategic focus to the organisation. With over 19 years of management experience across healthcare, law enforcement, and government sectors, she has a proven track record in governance, financial management, and workforce transformation.
Donna’s professional background includes senior roles at NSW Police, Transport for NSW, and eHealth NSW, where she specialised in operational efficiency, change management, and stakeholder engagement. She holds an MBA in Human Resources and certifications in Project Management and Lean Six Sigma, equipping her with the skills to optimise resources, improve processes, and enhance service delivery.
Since stepping into the Executive Officer role at TNC, Donna has brought new energy and direction, reinforcing strong financial and governance practices to ensure the Centre’s long-term sustainability. Her leadership is focused on building operational excellence, expanding community programs, and fostering a well-structured and impactful organisation.

Jodie Jenkins is the Volunteer & Programs Officer at Toukley Neighbourhood Centre, where she plays a vital role in organising children’s and youth programs and supporting the delivery of community events. She is dedicated to creating fun, engaging, and meaningful activities that bring young people and families together.
Jodie works closely with local schools, preschools, and community groups to develop partnerships that enhance program offerings. She coordinates holiday activities, workshops, and special events, ensuring they are accessible, well-organised, and responsive to community needs.
Beyond program coordination, Jodie is involved in networking and outreach, representing TNC at local interagency meetings and building relationships with other service providers to strengthen support for children, young people, and families.
At TNC, Jodie is known for her enthusiasm, creativity, and commitment to delivering programs and events that make a real difference in the community.
Kathleen Oltmanns is a No Interest Loan Scheme (NILS) Worker at Toukley Neighbourhood Centre, assisting individuals and families in accessing safe, fair, and affordable loans for essential expenses. She guides clients through the loan application process, ensuring they understand their options and receive the support they need to improve their financial wellbeing.
With a background in customer service, administration, and financial processes, Kathleen brings strong attention to detail, problem-solving skills, and a compassionate approach to her work. She has a Certificate IV in Accounting and Bookkeeping and has also undertaken training in financial counselling, domestic violence awareness, and accidental counselling, further strengthening her ability to support those facing hardship.
Kathleen is committed to making the NILS program accessible and supportive, ensuring clients feel empowered to make informed financial decisions.
At TNC, Kathleen is known for her patience, professionalism, and dedication to helping people achieve greater financial stability.

Tania is the friendly face behind our volunteer program and the smooth day-to-day running of the Centre. With extensive experience across aged care, retail leadership, and community services, she brings strong organisational skills and a genuine passion for people. Her background includes HR, administration, and safety coordination, where she’s supported teams, built positive workplace cultures, and contributed to state-level recruitment and wellbeing initiatives.
At TNC, Tania plays a vital role in welcoming new volunteers, matching them to roles where they can shine, and ensuring they feel supported every step of the way. She’s dedicated to creating a warm, inclusive environment where everyone feels valued and part of something bigger. Known for her calm approach and great sense of humour, Tania helps keep the Centre running efficiently while fostering the strong community spirit that makes TNC so special.
