Toukley Neighbourhood Centre (TNC) is governed by a dedicated volunteer Board of Management that provides strategic oversight and leadership. The Board ensures we remain financially sustainable, legally compliant, and responsive to community needs while upholding our mission to support, connect, and empower the people of Toukley.
Our Board meets monthly to review key initiatives, make strategic decisions, and oversee the effective running of the Centre.Our Board is made up of passionate community members with expertise in governance, finance, community services, and leadership. Each member plays a key role in shaping the future of TNC.
Born and raised on the Central Coast, Allan Anderson has called Toukley home for over 15 years. He joined the Toukley Neighbourhood Centre (TNC) Board in 2022, bringing his expertise in health, emergency management, and community engagement to support the organisation’s mission.
With a professional background in NSW Health, Allan has worked extensively in disaster management and crisis response, including serving as Operations Director at the Howard Springs Quarantine Facility during the COVID-19 pandemic. His experience in logistics, planning, and emergency coordination adds valuable insight to TNC’s programs and risk management.
Beyond governance, Allan is actively involved in community outreach and fundraising, playing a key role in organising events such as Bunnings BBQs and themed community discos to raise vital funds for TNC’s services. His passion for community support and resilience is evident in his hands-on approach to both strategic planning and frontline initiatives.
Annette Starr has been a proud part of the Toukley community since the early 1970s, when she moved from Kurri Kurri with her husband Wayne. Together, they raised their two children on the Central Coast, and Annette now cherishes time with their beloved granddaughter. She considers herself a true local and is deeply passionate about giving back to the community.
A long-time supporter and Board Member of Toukley Neighbourhood Centre (TNC), Annette volunteers at the TNC Op Shop and plays a key role in Together for Toukley, an initiative focused on revitalising and strengthening the local area.
Annette’s passion for community service was shared by her late husband, Wayne Starr, a well-respected local known for his work with youth engagement. In his honour, the Starr Cup—an annual touch football tournament—continues Wayne’s legacy of inspiring young people and bringing the community together. Through her work with community events and fundraising, Annette remains dedicated to strengthening and supporting the people of Toukley.
Bronwyn Evans has been a proud Toukley local since 2017 and is passionate about supporting the community through strong governance, strategic leadership, and sustainable growth.
Since joining Toukley Neighbourhood Centre (TNC) in 2020, Bronwyn has played a key role in strengthening the organisation’s financial sustainability, risk management, and grant funding opportunities. She actively participates in the Finance, Grants, and Risk Sub-Committees, ensuring that TNC remains well-resourced and resilient in delivering essential services to the community.
In 2024, Bronwyn was awarded the NSW Volunteer of the Year Award for Governance, recognising her dedication to improving governance structures, securing critical funding, and advocating for long-term community impact at TNC.
With a deep commitment to empowering local initiatives and fostering community connections, Bronwyn continues to lead TNC with vision, integrity, and a focus on meaningful outcomes for the people of Toukley.
Chris King brings a wealth of experience in entertainment, media, and community engagement to his role as Deputy Chair of Toukley Neighbourhood Centre (TNC). With a career spanning theatre, television, and major event management, he leverages his skills to support TNC’s governance, strategy, and fundraising efforts.
Chris serves on the Risk and Grants Sub-Committees, helping to guide financial sustainability and organisational growth. He is also a dedicated volunteer MC at TNC events, using his professional hosting experience to bring energy and engagement to community gatherings.
Passionate about strengthening the Central Coast, Chris continues to champion local initiatives and community connections through his work at TNC.
A long-time board member and dedicated Op Shop volunteer, Elizabeth Walker has been part of the Toukley community for over 50 years. As Treasurer of Toukley Neighbourhood Centre (TNC), she plays a key role in financial oversight and planning, ensuring the Centre remains sustainable and well-resourced to support the community.
Elizabeth is an active member of the Finance Sub-Committee, bringing her practical experience and deep local knowledge to help guide TNC’s financial management. Passionate about Toukley and its people, she is well-connected within the community and committed to making a positive impact through her work.
A long-time Toukley resident, Karin McGann has lived in the community for 55 years and has always been actively involved in local initiatives. With 30 years of experience working in a medical centre, she has connected with people from all walks of life, gaining a deep understanding of the community’s needs.
Karin is a dedicated volunteer and a proud member of the Lions Club, where she plays a key role in supporting local community events. She is always on hand to help, whether it's cooking at the weekly Toukley Oukley Community Meal, manning the Bunnings BBQ, or assisting with fundraising efforts.
As a Board Member of Toukley Neighbourhood Centre (TNC), Karin is committed to strengthening community connections and ensuring local services continue to thrive. Her hands-on approach and passion for giving back make her an invaluable part of TNC and the broader Toukley community.
TNC is proud to participate in the Westpac / MinterEllison Board Observer Program (BOP).
This initiative connects corporate professionals with not-for-profit Boards, providing valuable insights, fresh perspectives, and governance experience for both the observer and the organisation.
We welcome Mandy Khosler from MinterEllison as our current Board Observer.
Over the next 12 months, Mandy will attend our Board meetings, contribute to discussions, and gain first-hand experience in not-for-profit governance.
